12 – 14 Oct 2021 -THE ELEVENTH SESSION OF THE ASEAN COMMUNITY STATISTICAL SYSTEMS COMMITTEE (ACSS11)

1.    The Eleventh Session of the ASEAN Community Statistical System Committee (ACSS11) was held virtually on 12th to 14th October 2021.  The Session was chaired by Yang Mulia Dayang Hajah Mariah binti Haji Yahya, Director General, Department of Economic Planning and Statistics (DEPS), Ministry of Finance and Economy and Madam Hang Lina, Director General of the National Institute of Statistics (NIS), Cambodia served as the Co-chairperson. Brunei Darussalam was represented by senior officers from the Department of Statistics, DEPS.

2.    The ACSS Committee, comprising Heads of National Statistics Offices (NSOs) from ASEAN Member States (AMS), is responsible in providing relevant, timely and comparable ASEAN statistics in support of ASEAN integration monitoring and evidence-based policy and decision making. In addition, ACSS plays a role in strengthening its cooperation to enhance statistical capacities of the AMS and the ASEAN Secretariat.

3.    In support of this year’s ASEAN theme, ‘We Care, We Prepare, We Prosper’, the ACSS11 work program focuses on “Building Resilient Statistics to COVID-19 Recovery and Beyond”. The meeting discussed amongst others the implementation, development and achievements of the statistical work plan, and the implementation of Open Data. The meeting also endorsed the Concept Note on the Pilot Project of Big Data Utilisation to be implemented in 2022 with the objective to enhance the potential use of Big Data as new sources of data in ASEAN official statistics.

4.    The meeting took note of the ACSS achievement in implementing the ASEAN-Help-ASEAN Framework for capacity building by conducting various training courses and programmes and facilitating greater knowledge and experience sharing among AMSs to speed up the development of statistics at national and regional levels.

5.    The meeting also exchanged views and experiences on the challenges and impact of the COVID-19 pandemic on statistical collection activities as well as respective initiatives in identifying new opportunities for the development of resilience in the production and dissemination of statistics through various approaches including the use of digital technology.
